Personality  
    Brief Amefuri's love of catching people breaking rules and getting angry at them is a left-over habitual response from growing up with her older brother, who had a sneaky and mean-spirited sense of humour. She also has an obsession with history and tends to hold grudges over mistakes made in the past. This is because her family lost what little status they had after choosing to support the wrong person during the succession wars, so Amefuri has developed a prickly and ambivalent attitude towards leadership and making major decisions. However, she has a very strong sense of duty and will do what's necessary if duty is invoked (or a threat to tattle to her brother works just as well).
 
    Motivation

Amefuri was completely enamoured with the idea of doing something amazing to elevate the status of their family and strove to become a flawless representative of the Kakusu family. After circumstances forced the siblings to abandon their original goals in favour of participating in the Kui-Shen interplanetary war, she continues clinging to the belief that having proper motivation behind her actions would be sufficient to impress the Ryuzan Emperor and have him restore her family's full status in the court.

    Past     Amefuri and Mikata come from the Kakusu clan, whose most advanced skill could open gates to other planes, such as the Dreamscapes. Their parents were determined to teach their children about their powers and proceeded to do so, despite the warnings given to the family. Things were pretty peaceful until the war with Rusalki and Shen-Hu reached their village and their mother disappeared during the conflict. 

Amefuri was sent against her will to the Priestess Order to train to become an assistant to the previous Sailor Epsilon. She went along with it and was in the competition to become the successor to the aging Senshi until she heard that Mikata, who left to join the military several years before, was killed. She abandoned the Order to find out what happened. 

Eventually she joined the Silver Shadows and was partnered with the man who used to be Mikata's partner, Kouhei. After a couple years, Amefuri was given a solo mission to investigate the Sol System's Senshi but she failed it miserably. Upon her return, she was accused of treason along with the disbanded Silver Shadows team, stripped of her powers and exiled to Earth. She blamed the Sailor Senshi that discovered her for the exile. Once she arrived, Amefuri was disgusted to discover that she was Sailor Epsilon's successor.
  

    Present     Amefuri lives alone in an abandoned shrine on the outskirts of the greater Tokyo area that she's managed for many, many years. The gardens on the shrine's grounds usually provide more than enough food to live on but, every now and then, Amefuri takes the bus into the city to buy supplies and to see how much it has changed. 

She often visited the Kyoudou family (whose son, Shinzui, is her closest human friend) that she has been friends with for many generations and noticed that the youngest son was stressing over his entrance exams to Suishou Private School. Being chronically short of finances, Amefuri offered to tutor him in exchange for free groceries the family agreed. She accompanied Shinzui to the school when the time came to write the exam and was about to leave when the Vice-Principal mistook her for a missing applicant with a similar name and forced Amefuri to write the exam as well. 

To her surprise, she passed with relatively high marks and was admitted to the school. There was just the problem of the extremely high tuition fees that she absolutely could not afford. She was planning to back out of school but the Kyoudou family offered to pay her tuition (and forget about her "free" groceries tab) in exchange for working at their restaurant and as thanks for looking out for their family.
